Yes, it means a lot using "Digital Health" instead of "mobile Health". Mobile Health is just a part of Digital Health.

At the FDA page you find the following explanation

"The broad scope of digital health includes categories such as mobile health (mHealth), health information technology (IT), wearable devices, telehealth and telemedicine, and personalized medicine." (https://www.fda.gov/MedicalDevices/DigitalHealth/default.htm )
