Dear Neil, apart from all other measures that you mentioned I add:

-the obligation for any doctor/prescriber to adhere strictly to National Guidelines, both for diagnose and treatment.

No refund would be done for diagnose or drugs prescribed 'outside' guidelines.

Patients should obtain their own health booklet that is strictly personal and should report in details all medical contacts occurring in life.
