In a nutshell, the stages for tax policy include
1. Tax concept note
2. Proof of concept and evidence
3. Evidence to policy
4. Tax policy
In the case of Health-related food tax, the concept note was prepared
for developed countries and developing countries including India adopted
the same without preparing the tax concept note. I simplified the concept
note and prepared a global framework for health-related food taxation. I
was invited to the engagement group meeting of the 2015 G20 process for
Identifying a global issue and my work was also sent to the 2018 G20
process as a submission on behalf of the research organisation of the
Government of India. Consequently, the G20 Health working group agreed
that evidence-based traditional medicine practices should be incorporated
into the health system.
At the moment Health systems teams are working on the American concept
note. We need to construct a new governance framework for the world. The
attached file has two pieces of information.
1. The Global framework for health-related food taxation is a
comprehensive framework for health governance and financing.
2. Tax design for Childhood overweight and obesity (Prepared to give
effect to matters agreed in 2018 G20 declaration.
Bringing a gold standard regulation in the UK will help other countries
to follow. Please let me know how the attached information can be brought
to the research teams. In India Dr Srinath Reddy (India) informed me that
they have to work on an old American concept note due to funding
commitments.
