Don't spent your money on the commercial publishing sector.
Cancel all subscriptions. Pay no APCs.
With the money saved, do two or three things:
(1) hire local workers to make all research output of the institutions fully freely available online.
(2) support some cross-institutional initatives that work to support scholarly disciplines
and a third thing, only if the faculty complains, spend some of the money saved on beefing up faculty travel.
