This organization supports services by "orchestrating customers' services" through four competencies and six "capability groups":

Four competences - Listen to customers, understand and predict customers, act, learn from actions' response(s)

six capabilities - the customer, the channels used for assisting the customer, artificial intelligent assistants, routing customers to appropriate agencies, employment engagement and support.

It was not difficult to see how this fitted health service provision - call centres, online services, face to face and interoperability and data sharing.

Part of the success of the systems is the ability to AI and Large language modeling into the system which learns as it goes along.
