Just want to say that for most of Open Access Journals, charging for APC is not to "finance their operations" but to enrich a few. We are talking about an industry of billion of dollars.
Having a Journal is not that expensive. I represent a small and humble Journal publishing 4 issues per year, our total budget is around 6000 USD a year. The budget can go higher for sure but when a Journal is generating revenues (in the millions of dollars) that is comming from somewhere including APCs.
