"They (publishers) have no mercy to authors or peer reviewers."

Why should they have any merci? The problem is not the publishers, it is the libraries who pay for their services.

"Of course millions of researchers in LMICs are put under pressure to pay on the basis of publish or perish."

Sure, but there are still plenty of non-open-access journal around in which to publish.
