This paper meets a critical knowledge niche. Pakistan mounted a very successful response to COVID-19. To do so, many components of the health system that existed in silos were brought together and some that were needed were created. There was excellent central coordination plus autonomy of provincial authorities. We describe how this was done so that if (hopefully never) we need to, we can replicate it.
