"Culture" and precedent are also barriers to the use of medical information by the public. The old culture was that doctors and nurses knew best.

Patients did not have the knowledge, skills, or application, to apply clinical care pathway.

Modern internet, AI, and radiotechnology has made that cultural view redundant, as does the WHO predicted 11 million shortage of healthworkers by 2030 (4 years time).
