That India is serious about a public health management cadre is evident from this “Guidance for Implementation”.

Public Health Priorities abound

The document acknowledges that there is a need to augment the capacity and capability of public health system to estimate disease burden, based on

need assessment and propose comprehensive plans for preventive, promotive, curative, rehabilitative and palliative services.

Additionally, strengthening public health surveillance for early detection and responding to various outbreaks is also required.

Multidisciplinary

The policy advocates an appropriate career structure and recruitment policy to attract young and talented multi-disciplinary professionals in public

health system.

Medical and Health professionals would form a major part, but professionals from diverse backgrounds like sociology, economics, anthropology, hospital

management, communications, etc., who have undergone public health management training would also be considered Flagging issues

I would like to consider this document as a work in progress, infact as an initial document for consideration of the States of India. I would like to flag three major issues for consideration.

In future, much of public health management will be public health communication management including vaccine resistance and apathy. Yet the long list people consulted does not include even one health communication specialist.

India has considerable experience public health communication through the national mission on immunization, national health mission and the epidemic

management.

First be an MBBS and everthing else shall be added to you is the over riding theme of the document.

Who Drives the Data?

The inflow of technology and the increasing use of telemedince will become a important factor in public health management.

With the AI taking over the collection and use of data will become increasingly an ethical, moral and a legal issues. I think the National Law Universities should have good look at the impending future of public health management in the context of data collection and use of data.

I look forward to the inputs experiences from India and other countries.
