Citizens with low literacy are unable to comprehend and understand complex risk and benefits and - rightly, in a logical sense - select to mimic trusted other citizens, celebrities, media sources or organizations.

Hopefully this will become increasingly recognized by trusted citizens, celebrities, media and organizations and by the researchers, evidence analysysts, policy makers and policy implementers - usually governments that create and implement the evidence and policies.
