Whatever is the reason behind over-prescription of drugs in low-middle income countries the system of delivering drugs in the same setting where they have been prescribed is wrong.

It represents a conflict of interest, yet millions health facilities either private or non-for-profit raise money from the selling of these drugs.

Money that is needed to pay the salary of..the prescriber.
