COINN set up a Community of Neonatal Nursing Practice (CoNP) https://www.conpcommunityofpractice.org/

We did not have 1,000 people at the beginning. We did use an advisory committee and did send email blasts out call for evidence based resources. It has been very successful with 143 countries now participating. We also run a few specific WhatsApp groups where we encourage dialog, sharing of case studies, etc.

Our CoNP was funded by the Bill & Melinda Gates Foundation but now it is run by COINN.
