As this will affect many HIFA readers, this is to provide a summary of an article by Mary Roll-Vallanjon in the BAFUNCS Newslatter 89, Spring 2026, which sets out the widespread reductions in staffing in the Geneva-based organizations:
Writing of the overall global UN system, she notes, “A US$ 1.59 trillion shortfall in Member State dues (as of late 2025) has led to a 15.1% budget cut and a reduction of 18.8% in staff for 2026. Over 20 000 jobs, including consultancies, are being eliminated across the UN system, representing a major reduction in the Geneva workforce.”
In Geneva, the UN has cut “over 3500 jobs in the past year and thousands more to be cut or relocated by mid-2026 due to budget constraints, funding shortfalls, and a push for lower-cost locations. Major agencies, including UNICEF (relocating to Rome), WHO and ILO, are restructuring, reducing the city's role as a primary humanitarian hub. The cuts threaten Geneva's status as a top "peace capital", affecting local rental markets, schools and the NGO sector that relies on the UN.”
Here are some highlights:
·UNICEF projects a 20% reduction in its income over the next four years, and is transferring the majority of its Geneva jobs to Rome in summer 2026. Some 290 posts will move into the offices of the World Food Programme, which is also having drastic job cuts of its own. "Approximately 70% of staff currently in Geneva and in New York will be relocated to lower-cost duty stations". These include Nairobi, where hundreds of staff from New York are already the process of moving.
·WHO is set to lose 800 jobs in Geneva. According to a report released in November 2025, nearly a quarter of its global workforce is expected to be affected - around 2370 jobs - by mid-2026 (from a staff of around 9500 as of December 2024) as it struggles to shore up a funding gap of over US$1 billion for its 2026-2027 budget. In Geneva, 272 jobs have already been eliminated and another 533 are expected to follow.
·ILO, the International Organization for Migration and UNHCR have also cut thousands of jobs, while relocating hundreds to other cities across Africa, Asia and Europe.
·Some of the biggest global health funders, including GAVI (the Vaccine Alliance) and the Global Fund to fight AIDS, Tuberculosis and Malaria, are also cutting budgets. GAVI has already eliminated 155 full-time jobs in Geneva, with a 40% budget reduction over the next four years.
The impact of all this on the international role of Geneva will be strong. As Mary Roll-Vallanjon concludes, “The cumulative effect is unmistakable: international Geneva is being reshaped, not simply challenged.”
