Thank you for sharing this paper. It is an interesting approach for a very complex issue (having worked with WHO on WASH and hand hygiene in particular for many years). I believe one of the key challenges remains that of addressing reliable water access, including in rural settings where there is often a conflict over water needs. We often find that the infrastructure will be in place but responsibility for ongoing provision of water isnt always clear and remains fragile. So yes, governance remains a key issue. Thank you.
