Journalen conference on Open Notes and 3 different ways of citizen activation of patient access to Open Notes

The University of Uppsala in Sweden is hosting a patient access to records (Open Notes) conference - Journalen - on the 9th and 10th of November 2022 celebrating the tenth anniversary of patient access to and use of electronic patient records in Sweden..

It appears to me that there are at least three ways in which a State can implement and introduce a national “patient access to mature national electronic patient records technology” for its citizens.

In the first way “patient access to mature national electronic patient records technology” is not attached to any patient record until the individual citizen asks for the technology to be attached.

In the second way the “patient access to mature national electronic patient records technology” is attached to every citizen patient record but the patient or their proxy has to ask for the technology to be activated.

In the third way “patient access to mature national electronic patient records technology” is attached to every record but not activated until the citizen has asked for it to be attached and has completed and proved a formal assessment of their understanding of the risks and benefits of the technology before the technology is turned on.

Whichever way the State elects to choose, a set of steps has to be made for each patient or their proxy to identify themselves and prove their right to access the record before they do so.

I hope that this is a fair summation and if so that we can share and summarise the delegates' experience and opinion of the benefits of the three systems after the conference on 9th and 10th of November.
